Job Description

Reporting to the Chief Information Officer, the Manager, Project Management Office is responsible for managing the functions of the PMO, including maintaining the Manitoba Liquor & Lotteries project portfolio, developing and maintaining organizational project management methodologies, growing project management competencies, and providing project management consulting services to the organization.

  • Maintain and manage the inventory of all Manitoba Liquor & Lotteries projects in the Project Portfolio Management (PPM) tool.
  • Coordinate and maintain project control practices and procedures to ensure the tracking and measurement of project progress and success across various areas of the corporation.
  • Establish and manage project categorization (scale, complexity) processes including linkages to corporate strategic plan and master implementation plan, and annual business planning process.
  • Develop and administer a project prioritization process based on defined criteria including executive /senior management and strategy coordinator input.
  • Coordinate project resource estimating processes including the maintenance of the overall corporate resource plan.
  • Develop and administer high level project scheduling processes based on corporate priorities and resource availability.
  • Establish project performance reporting requirements in accordance with the needs of the Executive.
  • Oversee and manage the coordination of corporate-wide status reporting to ensure executive oversight of projects and objectives are being met, and that issues are managed appropriately.
  • Develop and maintain a status reporting framework for all interested stakeholders, including executive and senior management, project sponsors, and project stakeholders.
  • Coordinate the development of, and provide governance for, projects delivered across various areas of the corporation.
  • Develop and implement a project management competency development strategy and implementation plan in conjunction with Organizational Development, which includes:
    • A comprehensive development and training program that effectively distributes project management knowledge and skills enterprise-wide.
    • A mentoring program for project managers
  • Encourage a climate that supports diversity.
  • Performs other duties as assigned.

Primary Qualifications:
  • A degree or diploma in a business related field.
  • Completion of, a recognized project management certificate or diploma program is preferred. (or required) Maintenance of a Project Management Professional (PMP) designation.
  • A minimum of seven (7) years’ experience developing and implementing project management methodologies based on Project Management Body of Knowledge principles (PMBOK).
  • Knowledge of project prioritization frameworks.
  • Knowledge of resource capacity frameworks.
  • Knowledge of project management/ portfolio management methodologies.
  • Intermediate skills in Microsoft Office (Word, Excel, Outlook, PowerPoint and MS Project).
  • Demonstrated experience managing large scale projects.
  • Continuous upgrading/learning is required to remain current regarding changes and trends in the industry.

Salary: $40.97 - $54.29
Bargaining Unit: Exempt
